SITE PLAN REVIEW NO. 2018-02 FOR THE ELAN MIXED-USE PROJECT LOCATED AT <br />1660 EAST FIRST STREET - WERMERS PROPERTIES, APPLICANT {STRATEGIC <br />PLAN NOS. 3, 2; 5, 3; 5, 4} – Ali Pezeshkpour, Case Planner <br /> <br />RECOMMENDED ACTION: Adopt a resolution approving Site Plan Review No. <br />2018-02 as conditioned for the Elan mixed-use development project. <br /> <br />PUBLIC HEARING <br /> <br />2. GENERAL PLAN AMENDMENT NO. 2018-04 AND AMENDMENT APPLICATION NO. <br />2018-07 FOR THE ANNEXATION OF A 25-ACRE COUNTY ISLAND AT THE <br />NORTHEAST CORNER OF SEVENTEENTH STREET AND TUSTIN AVENUE - CITY OF <br />SANTA ANA, APPLICANT {STRATEGIC PLAN NOS.3, 2} – Vince Fregoso, Case <br />Planner. Pursuant to the California Environmental Act (CEQA), the project is exempt per <br />Section 15319 CEQA guidelines. <br /> <br />Legal noticed published in the Orange County Register on October 12, 2018 and notices <br />mailed on October 12, 2018. <br /> <br />RECOMMENDED ACTIONS: <br /> <br />Recommend that the City Council: <br /> <br />1. Adoption of a resolution approving General Plan Amendment No. 2018-04 to <br />predesignate properties on the General Plan Land Use Map; and <br /> <br />2. Adoption of an ordinance approving Amendment Application No. 2018-07 to <br />prezone properties to be consistent with the City’s zoning designations. <br /> <br /> <br />3. CONDITIONAL USE PERMIT NO. 2018-19, CONDITIONAL USE PERMIT NO. 2018-20 <br />AND VARIANCE NO. 2018-11 TO ALLOW AN EATING ESTABLISHMENT WITH DRIVE- <br />THROUGH SERVICE, AFTER-HOURS OPERATIONS AND A DRIVEWAY WITHIN 150 <br />OF AN INTERSECTION AT 2301 NORTH TUSTIN AVENUE – RALPH DEPPISCH, <br />APPLICANT {STRATEGIC PLAN NO. 3, 2} – Selena Kelaher, Case Planner.
