There were no speakers. Written <br />communication received. Mayor closed the public hearing. <br />MOTION: <br />Approve the Fiscal Year 2019 - 20 Community Development Block Grant <br />Program in the amount of $7,146,686, including $5,701,154 from the <br />Grant Year 2019 allocation, anticipated program income in the amount <br />of $275,039, and re -allocation of prior year program funds in the amount <br />of $1,170,493 from the United States Department of Housing and Urban <br />Development. <br />2. Direct the City Attorney to finalize and authorize the City Manager and <br />the Clerk of the Council to execute memorandums of understanding with <br />various city departments and agreements with nonprofit organizations <br />awarded funds as part of the approved community development block <br />grant program for a term beginning July 1, 2019 through June 30, 2020, <br />subject to non -substantive changes approved by the City Manager and <br />City Attorney (AGMT. No. 2019-094). <br />City Department <br />Award <br />1. <br />Community Development Agency - Administration of <br />the CDBG Program. Proposed funding amount <br />$1,080,230 <br />calculated based on 20% administrative cap less Fair <br />Housing amount. <br />2. <br />Orange County Fair Housing Council Inc. — Provides <br />fair housing education, landlord tenant counseling and <br />enforcement services to combat housing discrimination <br />$60,000 <br />and city administrative support for the residents of the <br />City of Santa Ana. A commitment to further fair housing <br />is a requirement of CDBG funding. <br />3. <br />Code Enforcement — Community Preservation Services <br />$790,664 <br />4. <br />Economic Development - Funds are used to make <br />award grants of up to $5,000 to eligible microenterprise <br />$72,926 <br />businesses in the City. <br />5. <br />Parks, Recreation and Community Services Agency <br />$1,435,000 <br />- Neighborhood park improvements. <br />6. <br />Public Works Agency - Residential street <br />improvements / Santa Ana Regional Transportation <br />$2,150,323 <br />Center Americans with Disability Act improvements. <br />CITY COUNCIL MINUTES 16 JUNE 18, 2019 <br />10A-16 <br />
