<br /> <br /> <br /> LS 1.14.19 <br />RESOLUTION NO. 2019-xx <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION <br />OF THE CITY OF SANTA ANA RECOMMENDING <br />CITY COUNCIL APPROVAL OF GENERAL PLAN <br />AMENDMENT NO. 2018-06 AMENDING THE LAND <br />USE ELEMENT TO DISTRICT CENTER FOR THE <br />PROPERTY LOCATED AT 2525 NORTH MAIN <br />STREET <br /> <br /> <br />WHEREAS, Article 5 of Chapter 3 of Division 1 of Title 7 (commencing with <br />Section 65300) of the Government Code requires the City to prepare and adopt a <br />comprehensive, long-term general plan for the physical development of the City; and <br /> <br />WHEREAS, on February 2, 1998, the City of Santa Ana adopted the Land Use <br />Element of the General Plan, which has since been amended from time to time; and <br /> <br />WHEREAS, on October 19, 2017, AC 2525 Main, LLC ("Applicant") filed <br />applications for approval of General Plan Amendment No. 2018-06, Amendment <br />Application 2018-10, and Development Agreement No. 2018-01, for the development <br />of a 5.93-acre site (“Project Site”), located at 2525 North Main Street with up to 476 <br />multi-family units. <br /> <br />WHEREAS, the Project with staff recommended changes will consist of <br />development of a maximum of 476 multi-family units, parking capacity at 2.0 spaces <br />per unit, private open space, and associated improvements on a 5.93-acre site <br />(“Project”); and <br /> <br />WHEREAS, the requested General Plan Amendment would change the <br />General Plan land use designation of the property from Professional and <br />Administrative Office (PAO) to District Center (DC) and to update text portions of the <br />City’s Land Use Element to reflect this change in order to allow for development of the <br />multi-family housing Project; and <br /> <br />WHEREAS, Environmental Impact Report No. 2018-01 (State Clearinghouse <br />No. 2018021031) for the proposed Project was circulated between August 7, 2018 <br />and October 4, 2018; and <br /> <br />WHEREAS, the Environmental Impact Report analyzed the impacts related to <br />the proposed amendment to the General Plan Land Use Element; and <br /> <br />WHEREAS, on February 2, 2018, the City invited recognized Native American <br />tribes to engage in consultation regarding the proposed General Plan Amendment <br />pursuant to Government Code Section 65352.3; and <br /> <br /> <br /> EXHIBIT 3 <br />2-185
