BUS SERVICE. There is a bus route along Main Street, but the bus stop is located 0.3 miles to the <br />north for the northbound route, southbound is conveniently located. However, these buses do <br />not support the needs of a major transit stop in accordance with CEQA requirements. The buses <br />do not stop every 15 minutes during peak hours. <br />§ 21064.3. MAJOR TRANSIT STOP “Major transit stop” means a site containing an <br />existing rail transit station, a ferry terminal served by either a bus or rail transit service, <br />or the intersection of two or more major bus routes with a frequency of service interval <br />of 15 minutes or less during the morning and afternoon peak commute periods. <br />The EIR response to this is: They even go to the point of <br />Response 37: [page 850 of 1024] The comment is incorrect. The 2016 RTP/SCS defines a <br />bus, as a transit mode comprised of rubbertired passenger vehicles operating on fixed‐ <br />routes and schedules over roadways; and that Bus Rapid Transit is service that seeks to <br />reduce travel time through measures such as traffic signal priority, automatic vehicle <br />location, dedicated bus lanes, limited‐stop service and faster fare collection policies. As <br />described by the SCAG 2016 RTP/SCS Executive Summary, planning for additional housing <br />and jobs near transit includes provision of housing along bus transit corridors; and <br />expansion of transit includes new local and regional bus services. The RTP/SCS describes <br />that High Quality Transit Areas are defined as locations within one‐half mile of a fixed <br />guideway transit stop or a bus transit corridor where buses pick up passengers at a <br />frequency of every 15 minutes or less during peak commuting hours. There are currently <br />two express bus service stops (for Route 53) within 0.5‐mile of the project site….” <br />The EIR response provides an even more lame response <br />”…Additionally, the graphic provided in this response was taken from the <br />SCAG website related to transit planning activities to provide information <br />related to “what SCAG has in mind when they say public transportation”. <br />The fact is this route does NOT connect to both north and south “Major transit stops” and it does <br />NOT run every 15 minutes during the morning and afternoon peak commute periods.
