While we disagree with building this project, I would like to address the Development <br />Agreement. It is incomplete and has received NO INPUT from residents opposing the project. <br />I find the Developers Agreement Section 1 and Section 2 to be in direct conflict with Santa Ana <br />General Plan. <br />2. WHEREAS, the Development Agreement came before the Planning Commission for a duly <br />noticed public hearing on January 14, 2019. At that hearing, the Planning Commission <br />recommended that the City Council approve said Development Agreement; and <br />I recommend this not be approved for the following reasons: <br />2.1. WHEREAS, the Planning Commission has determined that by entering into the Development <br />Agreement: (i) the City will promote orderly growth and quality development on the Property <br />in accordance with the goals and policies set forth in the General Plan; and, (ii) significant <br />benefits will be created for City residents and the public generally from increased <br />employment, housing, parks and/or park improvements; and <br />The General Plan would need to be revised and some sections of the General Plan would be <br />placed in jeopardy. I’ll speculate and say the applicant will say the EIR address this. <br />However, this is not an environmental issue, it’s the Santa Ana General Plan. <br /> <br />General Plan Land Use Element [page 12]: <br />Goal 3 Preserve and improve the character and integrity of existing neighborhoods. <br />Policy 3.1 Support development which provides a positive contribution to neighborhood <br />character and identity. <br />Policy 3.2 Foster communication between the City, residents, and neighborhood <br />associations. <br />Policy 3.3 Coordinate City programs and activities in neighborhoods. <br />Policy 3.4 Continue proactive code enforcement programs and activities. <br />Policy 3.5 Encourage new development and/or additions to existing development that are <br />compatible in scale, and consistent with the architectural style and character of <br />the neighborhood.
