Resolution No. 2019-xx <br />Page 2 of 10 <br />capacity within the existing church (110 additional seats, 434 seats <br />total) and provide a space for ancillary church gatherings in a <br />community service building. In addition, vehicular circulation of the <br />site will be improved by providing two points of ingress and egress <br />along Edinger Avenue as well as a dedicated on-site drop off area. <br />The planned facilities will offer greater worship and fellowship, as well <br />as provide community meeting facilities. These types of uses <br />become focal points and gathering places within a community, <br />serving all. <br />2. That the proposed use will not, under the circumstances of the <br />particular case, be detrimental to the health, safety, or general <br />welfare of persons residing or working in the vicinity. <br />Archangel Michael Coptic Orthodox Church is not anticipated to <br />create any detrimental impacts to persons residing or working in the <br />area. The project meets the parking standards of the Santa Ana <br />Municipal Code. To address potential parking concerns, the City <br />hired a traffic engineering firm, Urban Crossroads, to conduct a <br />parking study. The study found that the during typical weekday and <br />weekend activities the 156 space parking lot will provide adequate <br />parking to accommodate church activities. Further, a focused traffic <br />study was prepared by Urban Crossroads and found that the project <br />would not exceed any threshold of significance; therefore, will not <br />result in an impact to traffic. The proposed site plan was designed to <br />minimize noise impacts to the adjacent residential properties by <br />orienting the buildings closer to Edinger Avenue. In addition, a 6-foot <br />high decorative wall will be constructed and trees and vines will be <br />planted along the perimeter of the property to screen views of the <br />buildings from the residential properties. The project also meets all <br />current Planning, Building, Fire, Police and Public Works standards. <br />Conditions of approval are included to prohibit simultaneous use of <br />the church and community service building, requiring two parking <br />monitors on Sundays, use of temporary signage in the case of <br />overflow parking, an off-site parking agreement to be in place for <br />overflow parking needs, a special event parking plan, review of the <br />church operations six months after the issuance of a certificate of <br />occupancy of the community service building and to have a primary <br />point of contact on file with the City. As such, the project will not be <br />detrimental to the public health, safety and welfare. <br />3. That the proposed use will not adversely affect the present economic <br />stability or future economic development of properties surrounding <br />the area. <br /> <br />4-14
