Resolution No. 2019-xx <br />Page 1 of 4 <br />LS 1.28.19 <br />RESOLUTION NO. 2019-xx <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF <br />THE CITY OF SANTA ANA APPROVING MINOR <br />EXCEPTION NO. 2019-01 TO ALLOW THE <br />CONSTRUCTION OF A TWO-STORY (32 FOOT, 5 INCH) <br />9,928-SQUARE FOOT COMMUNITY SERVICE BUILDING <br />FOR ARCHANGEL MICHAEL COPTIC ORTHODOX <br />CHURCH LOCATED AT 4405 WEST EDINGER AVENUE <br /> <br />BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br />Section 1. The Planning Commission of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. Mariam Soliman with Rakoty Associate Architects, representing Archangel <br />Michael Coptic Orthodox Church (“Applicant”), is requesting approval of <br />Minor Exception No. 2019-01, to allow the construction of a two-story (32 <br />foot, 5 inch) 9,928-square foot community service building at 4405 West <br />Edinger Avenue. <br />B. Pursuant to Section 41-632 of the Santa Ana Municipal Code, a minor <br />exception application is required for buildings that exceed the maximum <br />permitted height up to 25 percent. <br />C. Minor Exception No. 2019-01 came before the Planning Commission of <br />the City of Santa Ana on January 28, 2019, for a duly noticed public <br />hearing. <br />D. The Planning Commission determines that the following findings, which <br />must be established in order to grant this Minor Exception pursuant to <br />Santa Ana Municipal Code (SAMC) Section 41-638, have been <br />established for Minor Exception No. 2019-01: <br />1. That because of special circumstances applicable to the subject <br />property, including size, shape, topography, location or <br />surroundings, the strict application of the zoning ordinance is <br />found to deprive the subject property of privileges not otherwise at <br />variance with the intent and purpose of the provisions of this <br />chapter. <br />The subject site is located within the R-1 Single-Family Residence <br />zoning district. The R-1 zone allows for a maximum building height of <br />2-stories/27 feet which is typical of a single-family dwelling. However, <br />the proposed project is for a community service building that will be <br />accessory to an existing church. The community service building is 2- <br />EXHIBIT 2 <br />4-25
