ARCHANGEL MICHAEL COPTIC ORTHODOX CHURCH <br />COMMUNITY SERVICE BUILDING PROJECT <br />4405 W EDINGER AVE, SANTA ANA, CA 92704 <br /> <br /> 6 <br />45848142;1 <br />thirty deacons gather from 7:00 PM to 7:00 AM to study hymns. The deacons remain in the <br />Church’s sanctuary through the training. Accordingly, throughout the year, late or midnight <br />services that extend into the early morning hours and overnight or day-long vigils take place in <br />accordance with Coptic Orthodox faith traditions. <br /> <br />Finally, for certain religious celebrations, such as Holy week, the Church hires a security service <br />to patrol the Church’s property and the surrounding neighborhood in a vehicle as a “good- <br />neighbor” effort and service. More recently, during festal liturgies, the Church has requested <br />that two officers from the Santa Ana Police Department park at the main entrance for the <br />duration of the liturgy. <br /> <br />(See Exhibit 1 that includes a typical week’s liturgy schedule and contains a list of regular vigils <br />and outline of additional religious celebrations that take place throughout the year in <br />accordance with Coptic faith traditions.) <br /> <br />Parking <br />The Project will provide all required parking onsite. The existing surface parking lot and the <br />new surface parking areas will be reconfigured to provide a total of 156 parking spaces, <br />including 8 accessible parking spaces (two of which are van accessible), meeting all Code <br />requirements. In addition, the Project will install bicycle racks that will support at least eight <br />bicycles, in accordance with the Code requirements.2 <br /> <br />As described above, no changes are proposed to the Church’s main sanctuary or ancillary areas, <br />which means that the parking requirement for these areas would remain the same. The <br />Church’s approval records indicate that a total of 101 parking spaces are required to be <br />provided for the Church’s worship area and ancillary rooms.3 As the existing mezzanine will be <br />opened to allow additional occupancy during worship services in connection with the Project, <br />additional parking is required for this area. The mezzanine will provide seating for up to 110 <br />additional parishioners, including non-fixed seats area accessible to wheelchairs, which requires <br />up to 37 additional parking spaces.4 Accordingly, a total of 138 onsite parking spaces are <br />required to be provided to support the Church. As the Project includes a total of 156 parking <br /> <br />2 Pursuant to the Code, “key activity locations,” such as churches, must provide a minimum of “eight (8) bicycle <br />parking spaces if more than fifty (50) parking spaces are required.” (SAMC § 41-1307.1.) <br />3 Pursuant to the Traffic and Parking Study for Archangel Michael Coptic Orthodox Church prepared by <br />Transportation Engineers, Inc., dated July 28, 1988, in consideration of CUP-88-11, “a total of 101 parking spaces <br />will be provided, which will comply with the City of Santa Ana Parking Code.” (Traffic and Parking Study, 1988, p. 3) <br />4 The Code requires “One (1) space for each three (3) fixed seats” to be provided for Churches, Chapels and <br />Religious Meeting Hall uses. (SAMC § 41-1411) Additionally, the Code provides that “Eighteen (18) inches of <br />bench space shall be deemed the equivalent of one (1) seat” for bench or pew seating.
