<br /> <br /> <br />Chapter 3 <br />Future without Project Conditions <br /> <br /> <br />This chapter describes the existing traffic conditions in the vicinity of the proposed Project, <br />including the current traffic levels on the streets adjacent to the site. <br /> <br /> <br />AMBIENT GROWTH <br /> <br />The future traffic conditions (Year 2019), which corresponds to the anticipated Project buildout <br />year, were developed by increasing the existing traffic volumes by 1% to reflect the effects of <br />the regional growth and development. This ambient growth adjustment accounts for increases in <br />traffic due to potential projects not yet proposed or projects outside the Study Area. <br /> <br /> <br />RELATED PROJECTS <br /> <br />In addition, this study also considers growth in traffic due to other projects proposed, approved, or <br />under construction in and around the Study Area, known as the Related Projects. The list of <br />Related Projects is based on information provided by the City Planning and Building Agency, as <br />well as recent studies of projects in the area. The 36 Related Projects are detailed in Table 4 and <br />shown in Figure 4. <br /> <br />The development of estimated traffic volumes added to the Study Area as a result of Related <br />Projects involves the use of a three-step process: trip generation, trip distribution and trip <br />assignment. <br /> <br /> <br /> <br />111-72
