A RESOLUTION OF THE PLANNING COMMISSION OF THE <br />CITY OF SANTA ANA APPROVING CONDITIONAL USE PERMIT NO. 2019-10 TO <br />ALLOW THE SALE OF DISTILLED SPIRITS FOR ON-PREMISE CONSUMPTION AT <br />MARISCOS HECTOR #1 RESTAURANT LOCATED AT 1801 SOUTH MAIN STREET, <br />UNITS D AND E; and <br /> <br />2. Continue the consideration of Conditional Use Permit No. 2019-11 (after-hours) <br />until the October 28, 2019 meeting. <br /> <br /> <br />6. GENERAL PLAN AMENDMENT NO. 2019-01 TO AMEND THE GENERAL PLAN LAND USE <br />DESIGNATION FROM LOW -DENSITY RESIDENTIAL (LR) TO URBAN NEIGHBORHOOD <br />(UN) AND TO UPDATE TEXT PORTIONS OF THE CITY’S LAND USE ELEMENT TO <br />REFLECT THIS CHANGE, AND AMENDMENT APPLICATION NO. 2019-01 TO REZONE <br />FROM SINGLE-FAMILY RESIDENTIAL (R-1) TO SPECIFIC DEVELOPMENT NO. 94 (SD-94) <br />IN ORDER TO FACILITATE THE CONSTRUCTION OF A 226-UNIT MULTIPLE FAMILY <br />RESIDENTIAL COMMUNITY LOCATED AT 651 WEST SUNFLOWER AVENUE– LEGACY <br />PARTNERS, APPLICANT {STRATEGIC PLAN NO. 3, 2}. Ali Pezeshkopur and Ivan Orozco, <br />Case Planners. <br /> <br />In accordance with the California Quality Environmental Act (CEQA), a Mitigated Negative <br />Declaration (MND), Environmental Review No. 2018-75 was prepared for the project to analyze <br />the potential impacts of the project and identify measures to mitigate the environmental effects. <br />No areas of significant impact were determined from the construction or operation of the <br />proposed project with the implementation of mitigation measures for transportation, construction, <br />vibrations, noise, and tribal resources. <br /> <br />Legal noticed published in the Orange County Register on April 12, 2019 and notices mailed on <br />April 12, 2019. <br /> <br />The Planning Commission recommendation will be forwarded to the City Council. <br /> <br />RECOMMENDED ACTIONS: Recommend that the City Council take the following <br />actions. <br /> <br />1. Adopt a resolution. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ADOPTING MITIGATED NEGATIVE DECLARATION ENVIRONMENTAL <br />REVIEW NO. 2018-75 AND ADOPTING A MITIGATION MONITORING AND <br />REPORTING PROGRAM FOR THE PROJECT LOCATED AT 651 WEST <br />SUNFLOWER AVENUE; <br /> <br />2. Adopt a resolution. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING GENERAL PLAN AMENDMENT NO. 2019-01 FOR THE <br />PROPERTY LOCATED AT 651 WEST SUNFLOWER AVENUE; and <br /> <br />3. Adopt an ordinance. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING AMENDMENT APPLICATION NO. 2019-01 REZONING <br />THE PROPERTY LOCATED AT 651 WEST SUNFLOWER AVENUE FROM SINGLE- <br />FAMILY RESIDENTIAL (R-1) TO SPECIFIC DEVELOPMENT NO. 94 (SD-94) (AA NO. <br />2019-01) AND ADOPTING SPECIFIC DEVELOPMENT NO. 94 (SD-94) FOR <br />PROPERTY LOCATED AT 651 WEST SUNFLOWER AVENUE.
