Therefore, SCAQMD has developed significance thresholds based on the volume of <br />pollution emitted rather than on actual ambient air quality because the direct air quality impact of a <br />project is not quantifiable on a regional scale. The SCAQMD CEQA Handbook states that any project <br />in the South Coast Air Basin with daily emissions that exceed any of the identified significance <br />thresholds should be considered as having an individually and cumulatively significant air quality <br />impact.
