<br />Legacy Sunflower Apartments Page 41 <br />Mitigated Negative Declaration – March 14, 2019 <br /> <br />excavation for the first level of the subterranean parking structure and the construction of the apartment <br />building, parking structure and required site improvements. <br /> <br />Typical emission rates from construction activities were obtained from CalEEMod Version 2016.3.2. <br />CalEEMod is a computer model published by the SCAQMD to estimate air pollutant emissions. The <br />CalEEMod program uses the EMFAC2014 computer program to calculate the emission rates specific <br />for Orange County for construction-related employee vehicle trips and the OFFROAD2011 computer <br />program to calculate emission rates for heavy truck operations. EMFAC2014 and OFFROAD2011 are <br />computer programs generated by CARB that calculate composite emission rates for vehicles. For the <br />proposed project the CalEEMod, calculated the peak daily air pollutant emissions and the highest level <br />of emissions for each of the construction phases in terms of air pollutant emissions. <br /> <br />SCAQMD’s Rule 403 <br /> <br />The project would be required to comply with SCAQMD rules to reduce fugitive dust emissions during <br />project construction and the life of the project. Project compliance with Rule 403 is achieved through <br />the application of standard best management practices during construction and operation activities, <br />which include the application of water or chemical stabilizers to disturbed soils, manage haul road dust <br />by the use of water, cover haul vehicles, restrict vehicle speeds on on-site unpaved roads to 15 mph, <br />sweep loose dirt from paved site access roadways, stop construction activity when wind speeds exceed <br />25 mph and establish a permanent ground cover on finished areas. <br /> <br />Construction-Related Criteria Impacts <br /> <br />The construction-related criteria pollutant emissions for each construction phase are shown in Table 5. <br />As shown, none of the project's construction emissions would exceed regional thresholds.
