The project would <br />not impact any local policies that protect biological resources, including trees. <br /> <br />f) Conflict with the provisions of an adopted Habitat Conservation Plan, Natural Community <br />Conservation Plan, or other approved local, regional, or state habitat conservation plan? No <br />Impact. The City of Santa Ana is not located within an adopted Habitat Conservation Plan, Natural <br />Community Conservation Plan, or other approved local, regional, or state habitat conservation plan. <br />The project would not conflict with or impact a conservations plan. <br /> <br />V. CULTURAL RESOURCES: Would the project: <br /> <br />a) Cause a substantial adverse change in the significance of a historical resource pursuant to <br />§15064.5? No Impact. The existing church and other site improvements would be demolished to <br />develop the project. Based on the Santa Ana General Plan6, the church is not a designated historical <br />resource. The project would not have a historical resource impact. <br /> <br />b) Cause a substantial adverse change in the significance of a unique archaeological resource as <br />defined in §15064.5? Less Than Significant Impact. There may be resources present on the site <br />that would could be uncovered or exposed during project grading and construction that may be <br />considered a unique archaeological resource. As recommended in section “XVIII. a)”, mitigation <br />measure are recommended requiring a Native American Monitor of Gabrieleño Ancestry to be on-site <br />during all project-related, ground-disturbing construction activities (e.g., pavement removal, auguring, <br />boring, grading, excavation, potholing, trenching, grubbing, and weed abatement) of soils to a <br />maximum depth of 10 feet below ground surface to monitor for the presence of Tribal resources. The <br />Tribal monitor would evaluate all archaeological resources unearthed by project construction activities <br />to determine if a resource is Native American in origin or not. As required by the recommended <br />mitigation measures in section “XVIII. a)”, if archaeological features are discovered, including Tribal and <br />non-Tribal resources, the archaeologist shall report such findings to the City of Santa Ana Planning <br />Manager. The incorporation of the recommended mitigation measures in section “XVIII. a)” would <br />reduce potential Tribal and non-Tribal archaeological resource impacts to less than significant. <br /> <br />c) Disturb any human remains, including those interred outside of formal cemeteries? No Impact. <br />The project site is not presently used as a formal cemetery and has not been used as a cemetery in the <br />past. In addition, the site is not known to have been used for any activities that have resulted in human <br />remains being present on the property. The project would not impact human remains. <br /> <br />VI. ENERGY: Would the project: <br /> <br />a) Result in potentially significant environmental impact due to wasteful, inefficient, or <br />unnecessary consumption of energy resources, during project construction or operation? Less <br />Than Significant Impact.
