<br />Legacy Sunflower Apartments Page 51 <br />Mitigated Negative Declaration – March 14, 2019 <br /> <br />substantial evidence of a known fault? (Refer to Division of Mines and Geology Special <br />Publication 42.) Less Than Significant Impact. A geotechnical report was prepared for the <br />project.15 A copy of the geotechnical report is attached in Appendix B. <br /> <br />The site, like the majority of southern California, is located in a seismically active area. The San <br />Joaquin Hills fault zone is located approximately 2 miles to the west and the closest known fault to the <br />site. Ground shaking may occur along other active faults in the region. The closest known surface <br />expression of active faulting to the site is the Newport-Inglewood fault that is located approximately <br />six miles southwest of the site. The likelihood of surface fault rupture at the site during the life of the <br />project is low.16 The project is not located in a State of California Earthquake Fault Zone.17 <br /> <br />While there are faults in the region that could generate moderate to significant ground shaking at the <br />site, the incorporation of the recommendations in the geotechnical report regarding design and the <br />construction of the apartment building, parking structure and other site improvements would reduce <br />potential fault impacts to less than significant. <br /> <br />ii. Strong seismic ground shaking? Less Than Significant Impact. Because the project site is <br />located in southern California and a seismically active area, there is the potential for ground motion at <br />the site. The geotechnical report that was prepared for the project identifies measures to protect the <br />project from strong seismic ground shaking. As with all projects in Santa Ana, the design and <br />construction of all proposed site improvement must comply with the current California Building Code <br />(CBC). Project compliance with the CBC and the incorporation of all measures recommended in the <br />geotechnical report to reduce seismic hazards as deemed applicable by the City Engineer would <br />reduce potential strong ground shaking impacts to the project to less than significant. <br /> <br />iii. Seismic-related ground failure, including liquefaction? Less Than Significant Impact. The <br />project site is located in a state designated Zone of Required Investigation for Liquefaction.18 Based <br />on the geotechnical report and the liquefaction analysis conducted for the site, the sandy soil 25 feet <br />below ground surface is susceptible to liquefaction during major earthquake layers below <br />approximately 25 feet below ground surface. Therefore, the project would be impacted by <br />liquefaction. The geotechnical report recommends measures for incorporation into the design and <br />construction of the project to reduce liquefaction impacts. The City Engineer would, based on the <br />recommendations in the geotechnical report recommend measures for incorporation into the design <br />and construction of the project to reduce liquefaction impacts. The incorporation of recommended <br />mitigation measures by the City Engineer to protect the project from liquefaction would reduce <br />potential liquefaction impacts to less than significant. <br /> <br />iv. Landslides? No Impact. The project site and the area adjacent to and immediately surrounding the <br />site is basically flat. There are no hills or other topographic relief features either on or adjacent to the <br />site that would impact the project due to a landslide.
