<br />Legacy Sunflower Apartments Page 55 <br />Mitigated Negative Declaration – March 14, 2019 <br /> <br />Table 9 <br />Project-Related Greenhouse Gas Emissions1 <br /> <br />( <br />1 <br />) <br />S <br />o <br />u <br />r <br />c <br />e <br />: <br /> <br />C <br />a <br />l <br />E <br />E <br />M <br />o <br />(1) Version 2016.3.2 for Opening Year 2022. <br />(2) Area sources consist of GHG emissions from consumer products, architectural coatings, and landscape equipment. <br />(3) Energy usage consist of GHG emissions from electricity and natural gas usage. <br />(4) Mobile sources consist of GHG emissions from vehicles. <br />(5) Solid waste includes the CO2 and CH4 emissions created from the solid waste placed in landfills. <br />(6) Water includes GHG emissions from electricity used for transport of water and processing of wastewater. <br />(7) Construction GHG emissions CO2e based on a 30 year amortization rate. <br /> <br />The California Green Building Standards Code (code section in parentheses) requires: <br /> <br /> Water Efficiency and Conservation [Indoor Water Use (4.303.1)]. <br /> Water Efficiency and Conservation [Outdoor Water Use (4.304.1)]. <br /> Construction Waste Reduction of at least 65 percent (4.408.1). <br /> Materials pollution control (4.504.1 – 4.504.6). <br /> Installer and Special Inspector Qualifications (702.1-702.2). <br /> <br />The project is estimated to generate approximately 2,598.20 MTCO2e per year and below the <br />SCAQMD draft local agency tier 3 threshold of 3,000 MTCO2e per year. The project complies with the <br />reduction goals of the City's Climate Action Plan, AB-32 and SB-32. The project also complies with the <br />applicable Green Building Standards and the City of Santa Ana’s policies regarding sustainability (as <br />dictated by the City's General Plan). Therefore, the project would not have any significant GHG <br />impacts. <br /> <br />b) Conflict with an applicable plan, policy or regulation adopted for the purpose of reducing the <br />emissions of greenhouse gases? Less Than Significant Impact. As stated previously, the City of <br />Santa Ana adopted the Santa Ana Climate Action Plan (CAP) in December 2015 and in the CAP <br />adopted emissions reduction goals of 15 percent below the baseline year 2008 by 2020 and 30 percent <br />below the baseline year 2008 by 2035 for community-wide emissions. The City has identified emission <br />measures in the CAP that can reduce GHG emissions from community-wide and municipal operations. <br />While none of the measures are directly relevant to the project, the project does not conflict with any of <br />the measures.
