<br />Legacy Sunflower Apartments Page 65 <br />Mitigated Negative Declaration – March 14, 2019 <br /> <br />Based on the Santa Ana Municipal Code, the purpose and intent of the Specific Development30 zone is: <br /> <br />“The Specific Development District and suffix is authorized and established for the purpose of <br />protecting and promoting the public health, safety and general welfare of the city and its residents <br />by: <br /> <br />(1) Protecting and enhancing the value of properties by encouraging the use of good design <br />principles and concepts, as related to the division of property, site planning and individual <br />improvements with full recognition of the significance and effect they have on the proper <br />planning and development of adjacent and nearby properties. <br /> <br />(2) Encouraging, securing and maintaining the orderly and harmonious appearance, attractiveness <br />and aesthetic development of structures and grounds in order that the most appropriate use and <br />value thereof be determined and protected. <br /> <br />(3) Providing a method whereby specific development plans are to be based on the general plan as <br />well as other regulations, programs, and legislation as may in the judgment of the city be <br />required for the systematic execution of the general plan. <br /> <br />(4) Recognizing the interdependence of land values and aesthetics and providing a method to <br />implement this interdependence in order to maintain the values of surrounding properties and <br />improvements and encouraging excellence of property development, compatible with the <br />general plan for, and character of, the city, with due regard for the public and private interests <br />involved. <br />(5) Insuring that the public benefits derived from expenditures of public funds for improvements and <br />beautification of streets and public facilities shall be protected by exercise of reasonable <br />controls over the character and design of private buildings, structures and open spaces.” <br /> <br />The project, including the number of residential units building setbacks, amount of open space, building <br />height and other project design features would be established by the SD Zone. The project design and <br />development standards meet the purpose of the SD zone by providing a project that is consistent with <br />the urban design in the area and throughout Santa Ana. The project meets the aesthetic development <br />standards of the City and other City design requirements and would be compatible with adjacent <br />surrounding land uses. <br /> <br />The project is consistent with and meets several of the goals and policies of the General Plan for new <br />residential development in the UN land use and SD zone. The project would not have any significant <br />land use impacts with the approval of the requested UN land use and Specific Development zone. <br /> <br />XII. MINERAL RESOURCES: Would the project: <br /> <br />a) Result in the loss of availability of a known mineral resource that would be of value to the <br />region and the residents of the state? No Impact. The Santa Ana General Plan does not identify any <br />locally important minerals either on or adjacent to the site. There are no mining activities either on the <br />site or on any of the properties adjacent to and surrounding the site.
