3.0 PROJECT DESCRIPTION <br /> 3.1 Location and Boundaries <br /> The +63-acre project site is located within the City of Santa <br /> * Ana, California, as shown on the Regional Location Map (Figure 1). The <br /> project is located west of Main Street, south of the Garden Grove <br /> Freeway, east of the Santa Ana Freeway, and north of Roe Drive as show <br /> on the Local Vicinity Map (Figure 2); This figure also indicates that <br /> the City of Orange is located north and east of the site. Figure 3, <br /> Site Map, locates the project boundaries and the various parcels within <br /> the site. The aerial photo of the project area, Figure 4, shows the <br /> relationship between the proposed project site and its inmnediate <br /> IL. surroundings. <br /> 3.2 Discretionary Actions <br /> The only agencies who will be using this EIR for decision <br /> making are the Redevelopment Agency and the City of Santa Ana. The <br /> primary discretionary action by which the Community Redevelopment Agency <br /> C9 will determine whether or not to carry out the proposed project is its <br /> decision on whether to approve a proposed "Participation Agreement" <br /> between the Agency and the Project Participants. This "Participation <br /> Agreement" has received preliminary approval by the Project <br /> Participants, subject to the incorporation of mutually acceptable <br /> measures designed to mitigate significant environmental effects. <br /> Basically, it requires the Project Participants to undertake a <br /> prescribed minimum redevelopment of the project site and permits them to <br /> undertake the maximum redevelopment described in Section 3.4 of this <br /> I' <br /> report. The Agency's primary role is to acquire the project site (apart <br /> from the parcel already owned by the Participants) and to sell it to the <br /> Participants. This preliminary approved "Participation Agreement" is a <br /> * public record on file with the Agency's Executive Director and available <br /> * for inspection upon request. <br /> 18
