The project would comply with the Implementation Programs that <br /> are applicable to this project. The project would upgrade the economic <br /> and physical vitality of the existing Fashion Square shopping center. <br /> Although the project would result in the removal of the Mainstreet <br /> Center, the proposed project would upgrade the area. This project, with <br /> financial assistance through the Santa Ana Redevelopment Agency, will <br />L upgrade and recycle the commercial uses on the site. The project would <br /> also promote the Main Street corridor with higher density mixed use <br />19 development. The project would help initiate major new linear activity <br /> between Downtown and Fashion Square. The project should have a specific <br />`C plan prepared for ultimate development of the site as reconnnended in the <br /> General Plan. <br />12 <br /> The proposed project would generally conform with the existing <br /> zoning designations for the property. However, the project would <br />L require a zone change from R-1 (Single-Family Residential) to C-2 <br /> (General Commercial) for a small piece of property near the northwest <br />rtu: corner of the site in order for the proposed project to be consistent <br /> with the zoning designation. The project would conform with the <br />12 surrounding land uses since the types of uses proposed (retail and <br /> cormiercial) are characteristic of the existing uses in the project area. <br /> The proposed development would accomplish the objectives of <br /> the Redevelopment Plan by revitalizing and restoring th& economic, <br /> social and physical health of the Redevelopment Project Area. The <br /> project specifically complies with the objective to provide the Agency <br />`U the tool by which the Agency may participate in a plan to increase the <br /> * existing shopping area known as Fashion Square Center. The project <br /> should compliment the downtown area by expanding and varying the <br />p economic base in the city. <br /> The existing surface level parking lot south of Mainstreet <br /> Center provides parking for customers, tenants and visitors of the <br /> Fidelity Savings office building. This parking lot is divided in <br /> ownership by KLST Partnership, Ltd. and Comet, Inc. as shown in Figure <br /> 51
