The City shall <br />notify any public agency that comments on a Negative Declaration or Mitigated Negative <br />Declaration of the public hearing or hearings, if any, on the project for which the Negative <br />Declaration or Mitigated Negative Declaration was prepared. <br />6.11 SUBMISSION OF NEGATIVE DECLARATION OR MITIGATED NEGATIVE DECLARATION TO <br />STATE CLEARINGHOUSE. <br />A Negative Declaration or Mitigated Negative Declaration must be submitted to the State <br />Clearinghouse for circulation in the following situations: <br />(a) The Negative Declaration or Mitigated Negative Declaration is prepared by a Lead Agency <br />that is a state agency; <br />(b) The Negative Declaration or Mitigated Negative Declaration is prepared by a public <br />agency where a state agency is a Responsible Agency, Trustee Agency, or otherwise has <br />jurisdiction by law with respect to the project; or <br />(c) The Negative Declaration or Mitigated Negative Declaration is for a project identified in <br />State CEQA Guidelines Section 15206 as being of statewide, regional, or area-wide <br />significance. <br />State CEQA Guidelines Section 15206 identifies the following types of projects as being <br />examples of projects of statewide, regional, or area-wide significance that require submission to <br />the State Clearinghouse for circulation: <br />(1) Projects that have the potential to cause significant environmental effects beyond <br />the city or county where the project would be located, such as: <br />(a) Residential development of more than 500 units; <br />(b) Commercial projects employing more than 1,000 persons or covering more <br />than 500,000 square feet of floor space; <br />(c) Office building projects employing more than 1,000 persons or covering <br />more than 250,000 square feet of floor space; <br />(d) Hotel or motel development of more than 500 rooms; or <br />(e) Industrial projects housing more than 1,000 persons, occupying more than <br />40 acres of land, or covering more than 650,000 square feet of floor area; <br />(2) Projects for the cancellation of a Williamson Act contract covering 100 or more <br />acres; <br />(3) Projects in one of the following Environmentally Sensitive Areas: <br />(a) Lake Tahoe Basin; <br />(b) Santa Monica Mountains Zone; <br />(c) Sacramento-San Joaquin River Delta; <br />(d) Suisun Marsh; <br />(e) Coastal Zone, as defined by the California Coastal Act; <br />(f) Areas within one-quarter mile of a river designated as wild and scenic; or <br />3 -86
