Members of the public will be allotted 3 minutes to speak, unless additional time is granted by the Chairperson. <br /> <br /> <br /> <br /> <br /> <br /> <br />PUBLIC HEARINGS <br /> <br />1. AMENDMENT APPLICATION NO. 2019-02; CONDITIONAL USE PERMIT NO. 2019- <br />12; VARIANCE NO. 2019-01 {STRATEGIC PLAN NO. 5, 4} – Jerry Guevara, Case <br />Planner. <br /> <br />REQUEST: Filed by Fiedler Group, representing 7-Eleven, Inc. to: (1) change the <br />zoning designation from Light Industrial (M-1) to General Commercial (C-2); (2) allow <br />after-hours operation; and (3) allow an additional free-standing sign for a new 7-Eleven <br />convenience store and gas station located at 1904 W. First Street. <br /> <br />ENVIRONMENTAL DETERMINATION: In accordance with the California Quality <br />Environmental Act (CEQA), a Mitigated Negative Declaration (MND), Environmental <br />Review No. 2017-140 was prepared for the project. The MND concluded that the <br />project would have a less than significant environmental impact with implementation of <br />mitigation measures. Mitigation measures are included to address biological <br />resources, geology and soils, noise, transportation, hazards, and hazardous materials. <br /> <br />RECOMMENDED ACTIONS: <br /> <br />a. Recommend that the City Council adopt a resolution. A RESOLUTION OF THE <br />CITY COUNCIL OF THE CITY OF SANTA ANA ADOPTING AND APPROVING <br />MITIGATED NEGATIVE DECLARATION, ENVIRONMENTAL REVIEW NO. 2017- <br />140 AND ADOPTING A MITIGATION MONITORING AND REPORTING PROGRAM <br />RELATIVE TO AMENDMENT APPLICATION NO. 2019-02, CONDITIONAL USE <br />PERMIT NO. 2019-12 AND VARIANCE NO. 2019-01 FOR THE PROJECT <br />LOCATED AT 1904 WEST FIRST STREET; <br /> <br />b. Adopt a resolution. A RESOLUTION OF THE PLANNING COMMISSION OF THE <br />CITY OF SANTA ANA APPROVING CONDITIONAL USE PERMIT NO. 2019-12 AS <br />CONDITIONED TO ALLOW 24-HOUR OPERATIONS AT A NEW 7-ELEVEN <br />CONVENIENCE STORE LOCATED AT 1904 WEST FIRST STREET; <br /> <br />c. Adopt a resolution. A RESOLUTION OF THE PLANNING COMMISSION OF THE <br />CITY OF SANTA ANA APPROVING VARIANCE NO. 2019-01 AS CONDITIONED <br />TO ALLOW AN ADDITIONAL MONUMENT SIGN AT 1904 WEST FIRST STREET; <br />AND <br /> <br />d. Recommend that the City Council adopt an ordinance. AN ORDINANCE OF <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING AMENDMENT <br />APPLICATION NO. 2019-02 REZONING THE PROPERTIES LOCATED AT 1904 <br />WEST FIRST STREET, 1910 WEST FIRST STREET, 1916 WEST FIRST STREET, <br />AND 1901 WEST WALNUT STREET FROM LIGHT INDUSTRIAL (M1) TO <br />GENERAL COMMERCIAL (C2) AND 2002 WEST FIRST STREET FROM <br />COMMUNITY COMMERCIAL (C1) TO GENERAL COMMERCIAL (C2)
