2. CONDITIONAL USE PERMIT NO. 2019-13; CONDITIONAL USE PERMIT NO. 2019-14; <br />AND CONDITIONAL USE PERMIT NO. 2019-17 <br />REQUEST: Filed by In-N-Out Burger to allow: (1) drive -through window service; (2) after- <br />hours operation; and (3) walk-up window service for a new restaurant (In-N-Out Burger) <br />located at 815 and 827, 829, and 907 North Bristol Street in the Bristol Street Corridor <br />Specific Plan (SP-1) zone. <br />General Notes: Legal notice published in the Orange County Reporter on May 3, 2019 and <br />notices mailed on May 2, 2019. Matter was continued from the May 13, 2019 meeting by a <br />vote of 6:0 (Alderete absent). <br />Case Planner Ivan Orozco provided a staff presentation. Commission discussion ensued <br />regarding site ingress and egress, outdoor seating capacity, vehicle circulation, vehicle <br />overflow and on -site congestion mitigation measures, parking, noise mitigation measures, <br />landscape plan, construction timeline, and hours of operation. <br />Written communication was received from the following individuals. <br />• Robert Walker <br />• Tony Michalski <br />• Bobi Keenan <br />Chari McLoughlin opened the Public Hearing. <br />• Katie Sanchez, representing In-N-Out Burgers, spoke in support of the matter. <br />Addressed Commission's questions regarding site design, and landscape <br />maintenance. Expressed concern with the condition of approval requiring outdoor <br />dining to conclude by 11 p.m.; requested outdoor dining hours be the same as indoor <br />dining. Commission inquired about the covered patio area. <br />There were no other speakers and Public Hearing was closed. <br />MOTION: Adopt the following resolutions. <br />a. RESOLUTION NO. 2019-22 OF THE PLANNING COMMISSION OF THE CITY OF <br />SANTA ANA APPROVING CONDITIONAL USE PERMIT NO. 2019-13 AS <br />CONDITIONED TO ALLOW DRIVE -THROUGH WINDOW SERVICE AND <br />CONDITIONAL USE PERMIT NO. 2019-17 TO ALLOW WALK-UP WINDOW SERVICE <br />FOR AN IN-N-OUT BURGER RESTAURANT LOCATED AT 815 NORTH BRISTOL; <br />AND <br />b.
