AMENDMENT APPLICATION NO. 2019-02; CONDITIONAL USE PERMIT NO. 2019-12; <br />VARIANCE NO. 2019-01 <br /> <br />REQUEST: Filed by Fiedler Group, representing 7-Eleven, Inc. to: (1) change the zoning <br />designation from Light Industrial (M-1) to General Commercial (C-2); (2) allow after-hours <br />operation; and (3) allow an additional free-standing sign for a new 7-Eleven convenience <br />store and gas station located at 1904 W. First Street. <br /> <br />General Notes: Legal notice published in the Orange County Reporter on May 3, 2019 and <br />notices mailed on May 2, 2019. Matter was continued from the May 13, 2019 meeting by a <br />vote of 6:0 (Alderete absent). Matter was continued from the May 28, 2019 meeting by a <br />vote of 6:0 (Benavides absent). <br /> <br />Case Planner Guevara provided a staff presentation. Commission discussion ensued <br />regarding signage location, size, state regulations, impact of lighting on nearby <br />neighborhood, ingress & egress of site, parking, and security. <br /> <br />Written communication in opposition to the matter was received from the following <br />individuals: <br /> <br /> Paul Chairez <br /> Diego Zarate <br /> <br />Chair McLoughlin opened the Public Hearing. The following individuals spoke on the matter. <br /> <br /> Ben Steckler, applicant, spoke in support of the matter. Addressed Commission's <br />concerns regarding signage, safety, and gas tank location. <br /> <br />Commission expressed concerns regarding potential loitering, panhandling, and drug <br />sales at the site. It was suggested that the site have a 24-hour security guard, and <br />that the applicant work with the community to address any other safety concerns. <br /> <br />The applicant explained that a security guard would have negative economic impacts <br />on the franchisee. Commission generally agreed that an on-site security guard is <br />needed for the site. <br /> <br />A - 2
