Yet such a policy should not result in displacement of <br />existing workers. I suggest minimum local hire requirements be phased in over time, possibly <br />prospectively. <br />Ownership of local businesses is the cornerstone of the American dream. Ownership of one's <br />own business is the symbol of the free enterprise system that has made this Nation great. <br />Changing the rules on a business' investors, or changing ownership requirements, on those that <br />took a risk on Santa Ana in the early days, may be an overreach by local government. Such a <br />policy may also disincentivize future investments in this industry in Santa Ana. <br />Instead, consider issuing, "additional" business licenses to local aspiring entrepreneurs, who may <br />want to join together as a "collective" to operate a community owned business. <br />Again, I congratulate you on assuring that Santa Ana continues to generate "green" jobs.
