LAR 8.20.19 <br />RESOLUTION NO. 2019-070 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA REINSTATING THE LIBRARY DEPARTMENT <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1: The City Council hereby finds, determines and declares as follows: <br />A. Historically, the City of Santa Ana maintained a Library Department. In <br />February 2009, the Library Director retired. At the time, the economy was <br />experiencing a recession and the decision was made to combine the Library <br />Department with the Parks, Recreation and Community Services Agency. <br />B. Numerous Southern California cities including Orange, Long Beach, Newport <br />Beach, Mission Viejo, San Diego, Riverside, Fullerton and Huntington Beach <br />operate Library Departments. <br />C. There is a significant commitment of time and resources that are necessary to <br />run effective community services and recreation programs, as well as, to <br />operate a multitude of City Parks and Community Centers. In addition, the <br />City Council has expressed a desire to devote additional resources to the <br />development of Library services for the residents of the City of Santa Ana. <br />Therefore, it has been determined that, the City should reinstate the Library <br />Department, separate and apart from the Parks, Recreation and Community <br />Services Agency. <br />D. In July 2019, the Santa Ana City Council created a Library Services Director <br />(EM) classification as part of the Fiscal Year 2019-2020 Annual Budget <br />process. <br />E. The Santa Ana City Council has determined that the needs of the residents of <br />the City of Santa Ana will be best served by the reinstatement of the Library <br />Department with the Library Services Director as the Executive Director or <br />Department Head. <br />Section 2: The Santa Ana City Council hereby reinstates the Library <br />Department with the Library Services Director as the Executive Director. <br />Section 3: This Resolution is operative from and after the date upon which it is <br />adopted. <br />Resolution No. 2019-070 <br />Page 1 of 2 <br />
