REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 3, 2019 <br />TITLE: <br />AMEND THE BLANKET ORDER <br />CONTRACT FOR CHAIN LINK FENCE <br />RENTALS IN THE AMOUNT OF $118,400 <br />WITH UNITED SITE SERVICES, INC. <br />(SPECIFICATION NO. 16-069) <br />(STRATEGIC PLAN NO. 5, 4) <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s� Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager to amend the annual amount of the blanket order contract with United <br />Site Service, Inc. for citywide chain link fence rentals by $97,000 plus a 10 percent contingency for <br />a new total annual amount not to exceed $235,400, subject to non -substantive changes approved <br />by the City Manager and City Attorney. <br />DISCUSSION <br />Citywide agencies require temporary fencing to ensure public safety and reduce liability around <br />City -owned properties on an as -needed basis. Fencing is rented on a monthly, six-month, or annual <br />basis to provide immediate public safety and/or to protect properties. Since this contract was <br />established, contract usage by multiple City departments, including Public Works, Community <br />Development, Parks, Recreation & Community Services and the Police Department has increased <br />due to an unforeseen number of upcoming projects, acquisition of additional properties, and Civic <br />Center fencing. <br />On September 20, 2016, City Council awarded a two-year contract to United Site Services, Inc., <br />and Quality Fence Co., Inc. with provisions for three one-year renewals for citywide chain link fence <br />rentals, in an annual aggregate amount not to exceed $67,000, which included $7,000 for portable <br />restroom rentals. On July 5, 2017, City Council approved an amendment to contracts for a new <br />total annual amount not to exceed $117,000 at the request of the Public Works Agency. As a result <br />of the above -mentioned activities, the annual not -to -exceed amount allocated to the Public Works, <br />Community Development, and Parks, Recreation & Community Services Agencies in the contract <br />for United Site Services, Inc. will be exceeded. As such, staff recommends approval of the <br />recommended action to allow continuous service through the end of the current contract term as <br />well as the two subsequent renewal options. <br />22A-1 <br />
