Award Contract to Aramexx Construction Civic Center Bike Boulevard and <br />Safe Routes to School Enhancements for Sepulveda Elementary School Projects <br />September 3, 2019 <br />Page 3 <br />The recommended construction contract will also install traffic safety enhancements on city streets <br />adjacent to Sepulveda Elementary School. The improvements include replacement of sidewalk, <br />curb ramps, curb & gutter, driveway approach, and bulb -outs on Poplar Street at Occidental Street <br />and St. Andrew Place to narrow the street. <br />Both projects are funded by the Active Transportation Program: $3,063,000 for Civic Center <br />Boulevard and $255,000 for Sepulveda Safe Routes to School. Construction funding was <br />budgeted and approved for expenditure in the Fiscal Year 2018-19 Capital Improvement Program <br />(CIP) budget. In May 2019, staff received authorization from the granting agency to proceed with <br />construction. Since the design was completed with community guidance, a joint meeting with Lacy, <br />Logan, French Court, and French Park neighborhoods was held on June 11, 2019, to ensure <br />continued support and to update the public on the project status. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in <br />the Orange County Register newspaper on July 19 and 24, 2019. Bids were received electronically <br />via the City's web -based electronic bidding system, PlanetBids, on August 7, 2019. Through the <br />PlanetBids online portal, vendors may register to receive notifications on all current and future City <br />projects, download contract documents, receive project updates, and submit bids electronically. <br />A total of 337 vendors, including 10 located in the City of Santa Ana, were notified of the project <br />via PlanetBids. 43 vendors requested bidding documents and 5 bids were received.
