The Sound <br />66.00 <br />• A community center/small business start-up incubator <br />Prior City Council Action and Status <br />At the December 18, 2018 City Council meeting, Council was presented with a recommended <br />action to enter into an ENA with Caribou Industries based on direction from the Economic <br />Development, Infrastructure, Budget and Technology (EDIBT) Council subcommittee. No action <br />was taken at that time. <br />At the January 15, 2019 City Council meeting, Council directed staff to work with both Caribou <br />Industries and the Orange County High School for the Arts (OCSA) on a potential joint <br />development proposal for the renovation and reuse of the YMCA building. Since that time, both <br />parties discussed possible joint ventures, however a deal between the two parties could not be <br />reached. <br />On March 29, 2019, the City received a letter from OCSA indicating that all efforts for a joint <br />collaborative project have been exhausted and a "sharing" of the building is not possible. On <br />May 29, 2019, the Board of the Orange County School for the Arts adopted a Resolution stating <br />that a shared facility option was not feasible and if the YMCA was awarded to Caribou, OCSA <br />would have no interest in leasing any portion of the facility from Caribou. The letter and <br />Resolution are attached for reference (Exhibit 1). <br />Howard CDM/OCSA Proposal <br />As part of the City's Strategic Pan Goal to "expand the use of technology as a tool for <br />communication and education in the community", Howard CDM, in partnership with the Orange <br />County High School for the Arts, is proposing to restore the YMCA building into a community - <br />focused Design & Arts Community Center (Exhibit 2). This Center will provide classes in the <br />innovative industries of fashion, entertainment design, digital media, and interior, industrial and <br />graphic design. OCSA will also be partnering with local non -profits, the Wooden Floor and <br />Relampago del Cielo to offer expanded programs for underserved youth. <br />60A-2 <br />
