LS 9.3.19 <br />RESOLUTION NO. 2019-077 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING ANNEXATION NO. 2018-01, THE <br />DETACHMENT FROM THE MUNICIPAL WATER DISTRICT <br />OF ORANGE COUNTY, AND AUTHORIZING THE <br />SUBMITTAL OF A PROJECT APPLICATION FORM TO THE <br />ORANGE COUNTY LOCAL AGENCY FORMATION <br />COMMISSION FOR A 24.78-ACRE COUNTY ISLAND <br />GENERALLY LOCATED AT THE NORTHEAST CORNER <br />OF SEVENTEENTH STREET AND TUSTIN AVENUE <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The City of Santa Ana (City) desires to initiate proceedings pursuant to the <br />Cortese -Knox -Hertzberg Local Reorganization Act of 2000, Division 3, <br />commencing with Section 56000 of the Government Code, for the annexation <br />of a 24.78-acre unincorporated area of land that is currently located within the <br />County of Orange. <br />B. The City will file an application with the Orange County Local Agency Formation <br />Commission (OC LAFCO) to annex the unincorporated territory generally <br />located at the northeast corner of Seventeenth Street and Tustin Avenue as <br />shown on Exhibit 1. <br />C. The proposed annexation area is within the City's Sphere of Influence and will <br />be included in the City's General Plan per General Plan Amendment No. 2018- <br />04 containing land use designations of Low Density Residential, Medium <br />Density Residential, and General Commercial. Further, the properties will have <br />zoning designations of Single -Family Residential, Two -Family Residential, and <br />Community Commercial. <br />D. On June 5, 2018, the City Council of the City of Santa Ana held a duly noticed <br />public hearing to consider the annexation of the 24.78-acre County island <br />generally located at the northeast corner of Seventeenth Street and Tustin <br />Avenue. At this hearing, the Council directed staff to initiate the process to <br />annex the County island and continue discussions with the County and the <br />LAFCO regarding the annexation. <br />E. On September 14, 2018, the City, County of Orange, and the Orange County <br />Local Agency Formation Commission held a duly noticed community <br />Resolution No. 2019-077 <br />Page 1 of 14 <br />
