REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 17, 2019 <br />TITLE: <br />APPROVE THE FIRST AMENDMENT TO <br />THE AGREEMENT WITH THE ORANGE <br />COUNTY CONSERVATION CORPS IN THE <br />AMOUNT OF $14,935.85 TO ENHANCE <br />SERVICES FOR AT -RISK YOUTH <br />(STRATEGIC PLAN NO. 2,4) <br />CLERK OF COUNCIL USE ONLY: <br />• T9 o, <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />04z, FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a first amendment to the agreement with the Orange <br />County Conservation Corps to provide workforce development programs for at -risk youth by an <br />additional amount of $14,935.85 for a total amount not to exceed $129,935.85 for the period of <br />September 17, 2019 to June 30, 2020, subject to non -substantive changes approved by the City <br />Manager and the City Attorney. <br />DISCUSSION <br />The City and Orange County Conservation Corps entered into a one-year agreement under the <br />Workforce Innovation and Opportunity Act (WIOA) dated July 1, 2019, by which City agreed to <br />expend federal funds for workforce development programs for at -risk youth that provide <br />preparation for their high school diploma and post -secondary education, occupational training in <br />construction, fork lift licensing, paid work experience and other employment skills for entry into the <br />labor market. <br />The Agreement included funding from the Department of Labor, Employment and Training <br />Administration for fiscal year 2019-2020. In accordance with the terms and conditions of said <br />Agreement, the parties desire to amend the agreement to provide additional funds to the Orange <br />County Conservation Corps for the WIOA Youth Workforce Development Program based on <br />unspent funds from fiscal year 2018-2019. <br />The amendment will increase the agreement with the Orange County Conservation Corps by <br />$14,935.85 for a new amount not exceed $129,935.85 effective September 17, 2019 to June 30, <br />2020. The additional funding will allow for an increase in hours for participant work experience <br />wages, support services, incentives, transportation and Conservation Corps staff wages (Exhibit <br />1). <br />25A-1 <br />
