REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 17, 2019 <br />TITLE: <br />PUBLIC HEARING — APPROVE AN <br />UPDATE TO THE CITIZEN <br />PARTICIPATION PLAN FOR HOME, <br />ESG AND CDBG PROGRAMS <br />(STRATEGIC PLAN NO 5, 1) <br />Cl-rY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the submission of the Citizen Participation Plan to the U.S. Department of Housing and <br />Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its special meeting on August 14, 2019, the Community Redevelopment and Housing <br />Commission recommended that the City Council authorize submission of the Citizen Participation <br />Plan to the United States Department of Housing and Urban Development by a vote of 7:0 <br />(Frazier, Tardif absent). <br />DISCUSSION <br />Each year, the City of Santa Ana receives funding from various formula grant allocation programs <br />administered by the United States Department of Housing and Urban Development (HUD). These <br />federal grant funds provide valuable services to the community for affordable and supportive <br />housing, community development, public services, and economic development. The programs <br />include the Community Development Block Grant Program (CDBG), HOME Investment <br />Partnerships Program (HOME), and Emergency Solutions Grants Program (ESG). <br />In order to receive these federal grant allocations, the City must submit to HUD its Five -Year <br />Consolidated Plan, a five-year comprehensive planning document and application for all of these <br />programs. It describes our strategies to meet the needs of the community and identifies <br />resources and programs that can be used to address them. As part of this planning process, the <br />City is required to have a Citizen Participation Plan as a component of the Consolidated Plan <br />(Exhibit 1). The Citizen Participation Plan describes the City's policies and procedures for <br />community participation in the planning, implementation, and evaluation of the CDBG, HOME, <br />75A-1 <br />
