FREE RECORDING PURSUANT TO <br />GOVERNMENT CODE § 27383 <br /> <br /> <br /> LS 4.4.19 <br />RESOLUTION NO. 2019-xx <br /> <br />A RESOLUTION OF THE HISTORIC RESOURCES <br />COMMISSION OF THE CITY OF SANTA ANA APPROVING <br />THE CERTIFICATE OF APPROPRIATENESS FOR THE <br />PROPERTY LOCATED AT 2117 NORTH VICTORIA DRIVE <br />(HISTORIC EXTERIOR MODIFICATION APPLICATION <br />NO. 2019-03) <br /> <br />BE IT RESOLVED BY THE HISTORIC RESOURCES COMMISSION OF THE <br />CITY OF SANTA ANA AS FOLLOWS: <br /> <br />Section 1. The Historic Resources Commission of the City of Santa Ana <br />hereby finds, determines and declares as follows: <br /> <br />A. David J. Lang, M.D. and Mary Joann Lang, trustees of The Lang Family <br />Trust dated July 19, 1994 (“Applicants”) are requesting approval of <br />Historic Exterior Modification Application No. 2019-03 to allow exterior <br />modifications to the property at 2117 North Victoria Drive, historically <br />known as the L.A. West House. <br />B. The L.A. West House is individually listed as No. 351 on the Santa Ana <br />Register of Historical Properties and was categorized as “Landmark” in <br />2003. <br />C. The L.A. West House has distinctive architectural features of the Spanish <br />Colonial Revival style and was built in 1929. Character-defining features <br />of the L.A. West House include materials and finishes (stucco, tile, wood, <br />wrought iron); roof configuration, materials, and treatment; massing and <br />composition; entry, doors and windows; patios and balcony; porte <br />cochere; architectural detailing (archways, grilles); chimney and fireplaces; <br />garage; original landscaping; and original interior materials, spaces, <br />finishes, and furnishings. <br />D. Pursuant to Santa Ana Municipal Code Section 30-6, no exterior physical <br />modifications, other than those identified by the Historic Resources <br />Commission for administrative approval by city staff, shall be permitted <br />with respect to a historic structure until the Historic Resources <br />Commission approves such request at a duly noticed public hearing and <br />issues a certificate of appropriateness. The Historic Resources <br />Commission shall issue the certificate of appropriateness upon finding that <br />the proposed modification(s) does not substantially change the character <br />and integrity of the historic property. <br />E. The exterior modifications are proposed in order to accomodate the <br />incorporation of a new elevator and a 315-square-foot second floor <br />addition located off of the existing second story master bedroom.
