Victoria Drive, Santa Ana, California <br /> <br /> Page 12 <br /> <br />Evaluation <br /> <br />The proposed project is evaluated here for conformance with the Rehabilitation Standards of the <br />Secretary’s Standards48 and compliance with the City of Santa Ana Historic Structures Guidelines of the <br />Citywide Design Guidelines.49 <br /> <br />Secretary’s Standards <br />The Secretary’s Standards consist of four treatments, the most common of which is rehabilitation, which <br />is defined as “the act or process of making possible a compatible use for a property through repair, <br />alterations, and additions while preserving those portions or features which convey its historical, cultural, <br />or architectural values.” The Secretary’s Standards are intended to be flexible and adaptable to specific <br />project conditions to balance change while retaining historic building fabric to the maximum extent <br />feasible. The National Park Service has created written guidance meant to aid in interpreting the <br />Secretary’s Standards, including Illustrated Guidelines for Rehabilitating Historic Buildings, Preservation <br />Briefs, Preservation Tech Notes, and Interpreting the Standards Bulletins (ITS). This evaluation follows <br />guidance contained in the National Park Service’s Preservation Brief 14: New Exterior Additions to <br />Historic Buildings: Preservation Concerns.50 The rehabilitation standards are listed below in italics with <br />analysis of the proposed project’s compliance with each standard following: <br /> <br />1. A property will be used as it was historically or be given a new use that requires minimal change <br />to its distinctive materials, features, spaces, and spatial relationships. <br /> <br />In conformance with Standard 1, the subject property will continue to be used as it was <br />historically, as a single-family home. <br /> <br />2. The historic character of a property will be retained and preserved. The removal of distinctive <br />materials or alteration of features, spaces, and spatial relationships that characterize a property <br />will be avoided. <br /> <br />In conformance with Standard 2, the historic character of the subject property will be retained and <br />preserved. The proposed new first floor bathroom will be located within an existing closet, which <br />is not considered a character-defining feature; no distinctive materials or features will be <br />removed. The proposed new elevator and second floor addition have been carefully designed to <br />remove as little historic material as possible and will be in a location at the rear of the property <br />where they are not generally visible from the public right of way and do not alter the primary <br />west façade and/or important spatial relationships that characterize the property. <br /> <br />3. Each property will be recognized as a physical record of its time, place, and use. Changes that <br />create a false sense of historical development, such as adding conjectural features or elements <br />from other historic properties, will not be undertaken. <br /> <br />In conformance with Standard 3, the proposed changes will not create a false sense of historical <br />development.
