This notice is being <br />provided so that you can ask questions, make comments and stay informed about projects that might be important <br />to you. We encourage you to contact us prior to the Public Hearing if you have any questions. <br />Planning Commission Action: The Planning <br />Commission will hold a Public Hearing to receive public <br />testimony, and will take action on the item described <br />below. Their decision is final unless appealed to the City <br />Council within 10 days of the decision by any interested <br />party or group. <br /> <br />Project Location: Archangel Michael Coptic <br />Orthodox Church located at 4405 West Edinger Avenue <br />in the Single-Family Residential (R-1) zone. <br /> <br />Project Applicant: Archangel Michael Coptic <br />Orthodox Church <br /> <br />Proposed Project: The applicant is requesting <br />approval of (1) Conditional Use Permit No. 2019-01 to <br />allow for the construction of a new two-story, 9,928- <br />square foot community service building and additional <br />seats within the existing church, and (2) Minor Exception <br />No. 2019-01 to allow the height of the new two-story <br />community service building to be 32 feet, 5 inches, <br />exceeding the City’s maximum building height standard <br />by 5 feet, 5 inches. The project will also include demolition <br />of five existing single-family homes and consolidation of <br />the lots into one parcel. <br /> <br />Environmental Impact: In accordance with the <br />California Environmental Quality Act (CEQA), the project <br />is categorically exempt from further environmental review <br />pursuant to CEQA Guidelines Section 15332 of the CEQA <br />Guidelines - Class 32 In-Fill Development Projects. This <br />exemption applies to infill development provided it is <br />consistent with the General Plan and zoning code; the <br />project site is less than five acres, surrounded by urban <br />uses, does not have any noise or traffic impacts, and can <br />be served by existing utilities. The project is not located <br />on a site which is included on any list compiled pursuant <br />to Section 65962.5 of the Government Code. Based on <br />this analysis, Notice of Exemption, Environmental Review <br />No. 2017-97 will be filed for this project. <br /> <br />Meeting Details: This matter will be heard on <br />Monday, September 9, 2019 at 5:30 p.m. in the City <br />Council Chambers, 22 Civic Center Plaza, Santa Ana, <br />California 92701.
