One (1) key roadway <br />segment within the City of Santa Ana has been selected for evaluation and is listed below: <br />A. Tustin Avenue, between Fourth Street and First Street (Santa Ana) <br />13.1 Roadway Link Capacities <br />Daily operating conditions for the one (1) key roadway segment (links) identified above have been <br />investigated according to the daily volume-to-capacity (V/C) of each link. The daily V/C <br />relationship is used to estimate the LOS of the roadway segment with the volume based on 24-hour <br />traffic count data and the capacity based on the Orange County Master Plan of Arterial Highways <br />(MPAH) street classifications. The daily and peak hour roadway link capacity of each street <br />classification according to the Orange County MPAH is presented in Table 13-1, along with the six <br />corresponding service levels and associated V/C ratios. <br />13.2 Roadway Link Level of Service Criteria <br />According to the City of Santa Ana, LOS D is the minimum acceptable condition that should be <br />maintained for roadway segments. However, the City of Santa Ana has defined exceptions to this <br />criteria in major development areas where LOS E is considered acceptable. <br />LOS āDā Requirements <br />A. Tustin Avenue, between Fourth Street and First Street <br />If the daily roadway V/C ratio results in unacceptable LOS conditions, a peak hour link analysis is <br />conducted to determine if the roadway operates at a satisfactory service level during the peak hours. <br /> <br />3-119
