REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 1, 2019 <br />TITLE: <br />APPROVE AGREEMENT WITH THE STATE <br />OF CALIFORNIA WORKFORCE <br />DEVELOPMENT BOARD FOR THE PRISON <br />TO EMPLOYMENT IMPLEMENTATION <br />DIRECT SERVICES GRANT ($1,306,117) <br />(STRATEGIC PLAN NO. 2,4) <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 161 Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with the State of California Workforce <br />Development Board for the Prison to Employment Implementation Direct Services Grant, for a <br />term commencing October 2019 through March 31, 2022, for an amount not to exceed <br />$1,306,117, subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The California Workforce Development Board and the Employment Development Department <br />announced the availability of state General Funds for the implementation of a regional plan to <br />serve the formerly incarcerated and other justice involved individuals in California with supportive <br />services and earn and learn opportunities. The funds will be released as grants to each of the 14 <br />Regional Planning units. Santa Ana is in the Orange Region along with the Workforce Boards of <br />the City of Anaheim and Orange County. The grant is in response to the passage of Senate Bill <br />856 which provided $37 million in state General Funds to establish this initiative. A Request For <br />Proposal (RFP) was released with each region required to designate one local Workforce <br />Development Board to be the applicant and fiscal agent. Staff from the City worked closely with <br />the County and City of Anaheim and submitted the proposal on behalf of the region. <br />In April, the City received notice that the region was awarded a total of $3,816,967 with the first <br />agreement to be $1,306,117 and the balance to commence upon expenditure of the first award. <br />The RFP required partnership with the regions Local Workforce Boards, the California Department <br />of Corrections and Rehabilitation Division of Adult Parole Operations, County Probation, <br />Community Based Organizations (CBO's) that serve the formerly incarcerated and other justice <br />involved individuals, and reentry service providers. Staff is preparing several agreements with <br />entities to implement the strategies outlined in the grant proposal and will bring them before City <br />Council in the near future. <br />25A-1 <br />
