TO PROVIDE <br />INMATE MEDICAL SERVICES IN THE <br />AMOUNT OF $2,717,709.56 <br />(STRATEGIC PLAN NO. 1, 3A) <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2od Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a one-year agreement extension with NaphCare, Inc. to <br />provide basic and emergency inmate health care services for Santa Ana Jail for the period of <br />October 1, 2019 September 30, 2020, in the amount of $2,717,709.56 (including a $200,000 <br />contingency), subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The California Board of State and Community Corrections (BSCC) requires agencies to provide <br />basic and emergency health care services for all incarcerated individuals held within their custody. <br />In addition, the City's federal contracts require that medical services be provided to contract <br />inmates. <br />On April 25, 2017 the Police Department issued a request for proposals (RFP #17-051) for inmate <br />medical services. NaphCare, Inc. and Correctional Managed Care Medical Corporation (CMCMC) <br />each submitted proposals for consideration. An evaluation committee consisting of representatives <br />from the Santa Ana Jail and the Santa Ana Police Department Fiscal Section reviewed and rated <br />the two proposals. The proposals were evaluated according to Responsiveness to RFP (20%), <br />Experience of Firm and Personnel (40%), and Cost of Proposal (40%), as stated in the RFP. <br />25B-1 <br />
