The agreement will be funded by Measure M2 Local <br />Fairshare. <br />DISCUSSION <br />Approval of this recommended action will allow the City to retain professional services for <br />updating the City's Pavement Management Program (PMP). The PMP is an essential tool in <br />determining the condition, expected life, recommended improvements, and associated costs of <br />the City's pavement assets. The program enables the City to prioritize pavement rehabilitation <br />projects where they are most cost effective. In addition, an updated PMP is required for the City <br />to remain eligible for Orange County Transportation authority (OCTA) Measure M2 funding <br />programs, and to allow a reduced local match requirement for using those funds. <br />On July 16, 2019, the Public Works Agency released a Request for Proposals on the City's online <br />procurement portal, Planetbids for updating the City's Pavement Management Program. Three <br />proposals were received on August 6, 2019. The proposals were evaluated in a qualifications - <br />based selection and ranked by a review committee according to the criteria listed in the RFP. <br />Scoring criteria included firm and team experience, understanding of need, relevant project <br />experience, references, and schedule.
