City of Santa Ana <br />Pavement Management Program Update RFP No, 19-070 <br />August 6,2019 <br />Therefore, if City staff has not performed this task, NCE will update all M&R history since 2018 in the <br />StreetSaver database. <br />Deliverables: <br />*ate Updated M&R history in StreetSaver® <br />NCE will then prepare a final report that summarizes the overall condition of the City's pavement network, <br />the maintenance & rehabilitation strategies used by the City, the results of budgetary analyses, different <br />budget scenarios and recommendations on the recommended scenario with selected road sections for <br />maintenance and rehabilitation. In addition to the City's requirements, this reoort will meet OCTA's <br />Measure M2 reauirements, as outlined by the OCTA PMP Template: <br />1. Pavement management program certification <br />2. Quality Assurance/Quality Control plan <br />3. Pavement Management data files in a form useable by OCTA <br />4. Average (weighted by area) PCI for: <br />i. Entire pavement network <br />ii. Master Plan of Arterial Highways (MPAH) roadways <br />iii. Local Streets <br />5. Projected PCI under existing funding levels over the next seven years for: <br />i. Entire Pavement network <br />ii. MPAH roadways <br />iii. MPAH roadways <br />6. Seven-year plan for road maintenance and rehabilitation based on current and projected budget <br />identifying street sections selected for treatment. Specific data to be submitted are: <br />i. Street name <br />ii. Limit of work <br />iii. Lengths, widths <br />iv. Pavement Areas <br />a. Each street <br />b. Total area for local streets <br />c. Total area for MPAH roadways <br />d. Total area for entire public streets network <br />iv. Functional Classification (i.e., MPAH or local street) <br />v. PCI and most recent date of survey <br />vi. Type of treatment <br />vii. Cost of treatment <br />7. Alternative funding levels required to <br />i. Maintain existing average network PCI <br />ii. To improve average network PCI <br />8. Backlog by year of unfunded pavement rehabilitation, restoration, reconstruction, and <br />maintenance needs. <br />9.
