Authorize the City Manager to execute an agreement with Nila Sports for the lighting <br />retrofit project at Jerome Park for an amount not to exceed $140,983.10, which includes a <br />15% contingency, for the period October 1, 2019 to September 30, 2020 to be funded by <br />an on -bill financing loan with Southern California Edison, incentive rebates and the <br />Acquisition and Development District 4 fund, subject to non -substantive changes approved <br />by the City Manager and City Attorney. <br />2. Authorize the City Manager to execute an on -bill financing agreement with Southern <br />California Edison (SCE) to provide a loan in an amount up to $44,998.92 plus an <br />additional $6,749.84, if needed, in no -interest On -Bill Financing (OBF) that will partially <br />fund the lighting retrofit project at Jerome Park, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />As part of the City's ongoing efforts to identify potential cost saving, energy projects across City <br />facilities, the Parks, Recreation and Community Services Agency (PRCSA), commissioned <br />energy audits for Jerome Park. The Energy Network, a non-profit program funded by California <br />utility ratepayers through the California Public Utilities Commission conducted the energy audits <br />at no cost to the City. <br />25F-1 <br />
