Authorize the City Manager to execute an agreement with Alliance Electrical Systems, Inc. <br />for the lighting retrofit project at Rosita Park for an amount not to exceed $206,406.46, <br />which includes a 15% contingency, for the period October 1, 2019 to September 30, 2020 <br />to be funded by an on -bill financing loan with Southern California Edison, incentive rebates <br />and the Acquisition and Development District 1 fund, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />2. Authorize the City Manager to execute an on -bill financing agreement with Southern <br />California Edison (SCE) to provide a loan in an amount up to $178,987.10 plus an <br />additional $26,848.07, if needed, in no -interest On -Bill Financing (OBF) that will partially <br />fund the lighting retrofit project at Rosita Park, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />As part of the City's ongoing efforts to identify potential cost saving, energy projects across City <br />facilities, the Parks, Recreation and Community Services Agency (PRCSA), commissioned <br />energy audits for Rosita Park. The Energy Network, a non-profit program funded by California <br />utility ratepayers through the California Public Utilities Commission conducted the energy audits <br />at no cost to the City. <br />25G-1 <br />
