Authorize the City Manager to execute a Memorandum of Understanding with <br />the Santa Ana Police Management Association (SAPMA) for the period July 1, <br />2018 through June 30, 2021, regarding wages and other terms of conditions of <br />employment (Agreement No. 2019-XXX). <br /> <br /> <br />REPORTS <br /> <br />65A. AUTHORIZE STAFF TO PREPARE DOCUMENTS FOR PROPOSED WATER AND <br />SEWER RATE ADJUSTMENTS AT A COST NOT TO EXCEED $75,000 <br />{STRATEGIC PLAN NO. 6, 1H} – Public Works Agency <br /> <br />Continued from the September 17, 2019 City Council meeting by a vote of 5-0 (Sarmiento <br />absent). <br /> <br />RECOMMENDED ACTION: Authorize and direct staff to prepare all required <br />documents necessary to proceed with notification of proposed water and sewer rate <br />adjustments in compliance with Proposition 218 requirements, including, but not <br />limited to, the following: <br /> <br />a) Prepare and mail proposed rate adjustment notices to all Santa Ana property <br />owners in compliance with Proposition 218 requirements at cost not to exceed <br />$75,000; <br /> <br />b) Schedule a public hearing at a future Council meeting, on or after November 19, <br />2019; <br /> <br />c) Prepare all other documents required to proceed with proposed water and sewer <br />rate adjustments. <br /> <br />d) Explore the feasibility of implementing a water and sewer low-income assistance <br />program. <br /> <br /> <br />PUBLIC HEARINGS <br /> <br />75A. PUBLIC HEARING – GENERAL PLAN AMENDMENT NO. 2019-02 TO CHANGE <br />THE GENERAL PLAN LAND USE DESIGNATION FROM LOW-DENSITY <br />RESIDENTIAL (LR-7) TO GENERAL COMMERCIAL (GC) FOR A NEW 3,705- <br />SQUARE FOOT MEDICAL OFFICE BUILDING LOCATED AT 402 NORTH <br />EUCLID STREET {STRATEGIC PLAN NO. 3, 2} – Planning and Building Agency <br /> <br />Planning Commission approved recommended action on August 26, 2019 by a vote of 4-0 <br />(Cano and Rivera absent). <br /> <br />Legal Notice published in the Orange County Reporter on September 20, 2019 and notices <br />mailed on September 19, 2019. <br /> <br />RECOMMENDED ACTION: Adopt a resolution. <br />CITY COUNCIL AGENDA 16 OCTOBER 1, 2019 <br /> <br /> <br />
