LS 07.22.19 <br />RESOLUTION NO. 2019-30 <br />A RESOLUTION OF THE PLANNING COMMISSION OF <br />THE CITY OF SANTA ANA TO NAME A NEW CITY PARK <br />AT 720 EAST SIXTH STREET "MARIPOSA PARK" <br />BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br />Section 1. The Planning Commission of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. The City of Santa Ana is requesting approval of Public Facilities Naming No. <br />2019-01 to name a new City park at 720 East Sixth Street "Parque <br />Mariposa" (Butterfly Park). <br />B. The name 'Parque Mariposa" came before the Board of Recreation and <br />Parks on June 26, 2019 and was unanimously recommended for approval <br />by a vote of 4:0 (four absences). <br />C. Public Facilities Naming No. 2019-01 came before the Planning Commission <br />on August 12, 2019. <br />D. Pursuant to sections 33-5 through 33-8 of the Santa Ana Municipal Code <br />(SAMC), the Planning Commission is the decision making body for the <br />naming of public facilities including parks and recreational facilities, <br />subject to confirmation by the City Council. Further, the policy guidelines <br />in the SAMC pertaining to the naming of public facilities states that names <br />which serve to identify the location, environmental and development <br />features of the subject area should be promoted. <br />E. The Planning Commission determined that, in an effort to maintain <br />consistency in the naming of City parks, the proposed park be named <br />"Mariposa Park." <br />F. Based on these guidelines, "Mariposa Park" (Butterfly Park) was selected <br />as the name of the new City park due to its representation of a positive <br />transformation of the butterfly, similar to what the residents are <br />experiencing in the Lacy Neighborhood. It also represents the migration <br />of the butterfly and of the neighborhood residents as they moved into the <br />Lacy Neighborhood and became key members of the community. <br />Section 2. In accordance with the California Environmental Quality Act (CEQA) <br />and the CEQA Guidelines, the recommended action is exempt from further review per <br />Section 15061 (b)(3). This general rule exemption is allowed provided it can be <br />determined with certainty that the proposed project will not have a significant effect on <br />the environment.
