SITE PLAN REVIEW NO, 2019-01 AND DENSITY BONUS AGREEMENT NO. 2019- <br />01 {STRATEGIC PLAN NO. 3,2; 5,3} — Case Planner, Vince Fregoso <br /> <br />Location: 114 East Fifth Street and 117 East Fifth Street in the Transit Zoning Code <br />(Specific Development No. 84), Downtown sub-zone. <br /> <br />Request: The applicant, Toll Brothers Apartment Living, is requesting (1) approval and <br />adoption of an addendum to the Environment Impact Report (EIR) for the Transit Zoning <br />Code Project (SCH NO. 2006071100) and re-adoption of a mitigation monitoring and <br />reporting program, (2) approval of a site plan review, and (3) approval of a density bonus <br />agreement in order to facilitate the construction a mixed-use development project <br />consisting of 220 rental units and 12,350 square feet of commercial space on a total of <br />2.78 acres. <br /> <br />ENVIRONMENTAL DETERMINATION: The Planning Commission will consider <br />whether an addendum to the 2010 EIR for the Transit Zoning Code Project is the appropriate <br />document for disclosing the changes to the subject properties, and that none of the <br />conditions identified in Public Resources Code section 21166 and State CEQA <br />Guidelines section 15162 requiring subsequent environmental review have occurred. <br /> <br />RECOMMENDED ACTIONS: <br /> <br />a) Adopt a resolution. A RESOLUTION OF THE PLANNING COMMISSION OF THE <br />CITY OF SANTA ANA APPROVING AND ADOPTING AN ADDENDUM TO THE <br />ENVIRONMENTAL IMPACT REPORT FOR THE TRANSIT ZONING CODE <br />PROJECT (SCH NO. 2006071100) FOR THE FIRST AMERICAN MIXED-USE <br />DEVELOPMENT PROJECT AND RE-ADOPTION OF A MITIGATION <br />MONITORING AND REPORTING PROGRAM; and <br /> <br />b) Adopt a resolution.
