RECOMMENDATIONS <br /> <br />In response to the inaccuracies and inadequacies in the City's Historic Property Survey of the 1931 Zig <br />Zag, Art Deco title building, I suggest the Planning Commission delay consideration of the First <br />American / Toll Brothers project until: <br />1. A physical investigation is completed of the exterior walls of the title building, and the two adjoining <br />antique structures, for the purpose of discovering their extent and condition. <br />2. Preparation of a new Historic Property Survey to: <br />a. Evaluate the results of the physical investigation and the eligibility of the two adjoining properties to <br />the City's Register of Historic Properties, and the several buildings eligibility for nomination to the <br />National Register of Historic Places. <br />b. Nominate the eligible structure(s) to the City and Federal Registers of Historic Properties and Places. <br />3. Prepare a Preservation Plan to restore, and reuse the Orange County Title building, and possibly the <br />other adjoining buildings, as part of the First American / Toll Brothers development project. <br />Conclusion <br />It is vital to the cultural, architectural, and historical legacy of Santa Ana that the landowner, the <br />applicant and the City recognize, reuse, preserve and celebrate the extremely significant role of the <br />Orange County Title Company, and the First American Title Company, and their role as the Leader in <br />the title and real estate industries in Orange County, and the Nation. <br />Instead of demolishing the old Orange County Title building, and the two adjoining buildings, the <br />project should instead, preserve the 1931 Zig Zag, Art Deco building, and as a legacy to its founder, Mr. <br />C.E. Parker, and later Mr. Donald Kennedy, and their families, and the role and contributions these <br />individuals played in Orange County society, business, and civic life.
