<br />BEFORE THE SANTA ANA PLANNING
<br />COMMISSION
<br />The City of Santa Ana encourages the
<br />public to participate in the decision-
<br />making process.This notice is being
<br />provided so that you can ask
<br />questions,make comments and stay
<br />informed about projects that might be
<br />important to you.We encourage you to
<br />contact us prior to the Public Hearing if
<br />you have any questions.
<br />Planning Commission Action :The
<br />Planning Commission will hold a Public
<br />Hearing to receive public testimony,and
<br />will take action on the item described
<br />below.Decision on the Site Plan Review
<br />and Addendum to the Environmental
<br />Impact Report decision is final unless
<br />appealed to the City Council within 10
<br />days of the decision by any interested
<br />party or group.Recommendation on the
<br />Density Bonus Agreement matter will be
<br />forwarded to City Council for final
<br />determination.
<br />Project Location:114 East Fifth Street
<br />and 117 East Fifth Street in the Transit
<br />Zoning Code (Specific Development No.
<br />84),Downtown sub-zone.
<br />Project Applicant:Toll Brothers
<br />Apartment Living
<br />Proposed Project:The applicant is
<br />proposing to demolish an existing building
<br />and parking lot located at 114 East Fifth
<br />Street,and remove a surface parking lot
<br />located at 117 East Fifth Street in order to
<br />construct a mixed-use development
<br />project consisting of 220 rental units and
<br />12,350 square feet of commercial space
<br />on a total of 2.78 acres.In order to
<br />facilitate the project,the applicant is
<br />requesting approval of (1)Site Plan
<br />Review No.2019 and (2)Density Bonus
<br />Agreement No.2019-01.In addition,the
<br />applicant is requesting approval and
<br />adoption of an addendum to the
<br />Environment Impact Report (EIR)for the
<br />Transit Zoning Code Project (SCH NO.
<br />2006071100)and re-adoption of a
<br />mitigation monitoring and reporting
<br />program.
<br />Environmental Impact:In accordance
<br />with the California Environmental Quality
<br />Act (CEQA),the Planning Commission of
<br />the City of Santa Ana hereby finds,
<br />determines,and declares that based on
<br />the substantial evidence set forth in the
<br />record,including but not limited to the
<br />2010 EIR and the 2019 Addendum,an
<br />addendum is the appropriate document
<br />for disclosing the changes to the subject
<br />properties,and that none of the conditions
<br />identified in Public Resources Code
<br />section 21166 and State CEQA
<br />Guidelines section 15162 requiring
<br />subsequent environmental review have
<br />occurred.
<br />Meeting Details:This matter will be
<br />heard on Monday,September 23,2019
<br />at 5:30 p.m.in the City Council
<br />Chambers,22 Civic Center Plaza,Santa
<br />Ana,California 92701.All persons
<br />interested in this matter are notified to
<br />appear at this time.
