After project occupancy, landscaping and hardscape materials must be maintained <br />as shown on the approved landscape plans. <br /> <br />8. A Resident Storage Plan shall be provided for the project prior to occupancy. <br />Storage shall be available at no cost to the residents. <br /> <br />9. Prior to issuance of building permits, the Applicant shall submit a construction <br />schedule and staging plan to the Planning Division for review and approval. The <br />plan shall include construction hours, staging areas, parking and site <br />security/screening during project construction. <br /> <br />10. Prior to any demolition activities, a historic preservation professional, meeting the <br />Secretary of the Interior’s Professional Qualifications Standards (PQS) for <br />history, architectural history, or historic architecture, shall be retained at the <br />expense of the project Applicant. This individual shall be onsite to monitor the <br />controlled demolition of the exterior of the west building at First American <br />Square. The exterior shall be dismantled in such a way as to determine if any <br />original materials or features from the 1931 building remain underneath the <br />current exterior of the building. If no such materials or features are identified, the <br />PQS monitor shall prepare and submit a brief memorandum for submittal to the <br />City to document the results and fulfillment of this mitigation measure. If however, <br />such materials or features are discovered, construction activities shall <br />immediately stop so that the PQS monitor may inspect any remnants of the <br />original building. If it is determined that these materials and features warrant <br />further documentation, construction activities shall be stopped until the original <br />materials and features are documented via digital photography in accordance <br />with the requirements of the Historic American Building Survey. Archival copies <br />of these photographs and a memorandum documenting these efforts shall be <br />submitted to the Santa Ana History Room so that they may be archived and <br />available to the public. Subsequent to these efforts the PQS monitor shall <br />prepare a memorandum for submittal to the City to document the results and <br />fulfillment of these conditions. <br /> <br />11. The Project shall include a publicly-accessible amenity area available to the public <br />on a semi-regular basis, upon agreement by the public and Applicant. Any revisions <br />to the proposed projects to include said amenity area, or any required modifications <br />to accommodate said amenity area, shall be reviewed for substantial conformance <br />during Building Division plan check. <br /> <br />12. Prior to Certificate of Occupancy issuance, public art shall be installed on the <br />project site at a value of one-half of one percent (0.5%) of the total valuation of both <br />buildings. The art may be installed on one or both of the project sites (Site A and/or <br />Site B). The selection, design, and installation of the art shall be subject to review <br />and approval by the Planning and Building Agency, the Community Development <br />Agency, and the Applicant. <br /> <br />4-31
