REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 15, 2019 <br />TITLE: <br />ADOPT A RESOLUTION TO NEGOTIATE A <br />COOPERATIVE AGREEMENT WITH THE <br />COUNTY OF ORANGE TO TRANSFER <br />PROJECT AND GRANT CONTRACT <br />OBLIGATIONS FROM PROPOSITION 68 <br />THE STATEWIDE PARK DEVELOPMENT <br />AND COMMUNITY REVITALIZATION <br />PROGRAM UPON SUCCESSFUL <br />COMPLETION OF THE FRIENDSHIP PARK <br />AND SUSTAINABLE TRAIL PROJECT <br />{STRATEGIC PLAN NO. 6, 11 <br />/s/ Kristine <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1sl Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />�K•�►nl►tr».3rc•� <br />I�Ir�►lrl�l:3q:7 <br />Adopt the resolution to negotiate a cooperative agreement with the County of Orange to transfer <br />the project and grant contract obligations from the Proposition 68 Statewide Park Development <br />and Community Revitalization Program upon successful completion of the Friendship Park and <br />Sustainable Trial project. <br />DISCUSSION <br />The County of Orange is applying to the State of California for grant funding. The Proposition <br />68 grant funds provide for the health, inspiration, and education of the people of California by <br />helping to preserve the State's extraordinary biological diversity, protecting its most valued <br />natural and cultural resources, and creating opportunities for high -quality outdoor recreation. <br />The County of Orange will use the grant funds to help cover park improvement costs needed for <br />the Friendship Park and Sustainable Trail Project ("Project"). The Project will renovate the <br />existing Friendship Park at the cul-de-sac of W. Myrtle Street (west end) with new recreational <br />features and create a trail with landscape and irrigation from W. Monta Vista Avenue to First <br />Street, mainly adjacent to the west side of the Santa Ana Gardens Channel and install security <br />lighting along the trail and Friendship Park. In addition, the Project will install an iron fence trellis, <br />gates, and swing gates for the entrance to the trail. <br />55B-1 <br />
