Given the limited water supplies in the region and recent recurring droughts, <br />constructing a new well in the City would improve overall water system reliability and reduce the <br />burden on other water production facilities. A new well would also address low pressure zones in <br />the water system identified in the City's 2017 Water Master Plan. <br />The City is currently in the design stages of the Washington Avenue Well Project, which will be <br />located on the northwest corner of the intersection of Washington Avenue and Penn Way. The <br />estimated design and construction cost for this project is approximately $6,090,000. <br />The Department of the Interior offers grants through its Bureau of Reclamation's WaterSMART <br />(Sustain and Manage America's Resources for Tomorrow) Drought Response Program Drought <br />Resiliency Projects to stretch and secure water supplies. The Federal Fiscal Year 2020 (October <br />1, 2019, to September 30, 2020) includes an estimated $2.9 million funding opportunity to award <br />to agencies for this purpose. The program provides a maximum of $750,000 in grant funding for <br />multi -phased projects, but not more than 50 percent of the total project cost. If the grant application <br />is successful, the grant funding would offset a significant portion of the groundwater well <br />construction costs. <br />55C-1 <br />
