The Planning Commission, <br />by a vote of 4-0 (Nguyen absent), approved the CUPS, variance amendment and environmental <br />review. <br />On September 19, 2019, Kara Grant on behalf of William and Karina Conklin owners of real <br />property and a business at 2035 North Tustin Avenue (Speedie Clean Car Wash), submitted an <br />appeal application pursuant to Section 41-645 of the SAMC (Exhibit 1) requesting that the City <br />Council reconsider the Planning Commission's decision. <br />75A-1 <br />
