The proposal also includes <br />the adoption of the environmental determination prepared for the project. <br />PROPERTY SIZE AND LOCATION: Citywide <br />Commissioner Watson recused himself from Item 2. <br />Mike Strong, Assistant Planning Director, referenced the staff report and noted <br />staff recommended approval of the proposed Zoning Code and Specific Plan <br />Amendments for the following reasons: <br />The Zoning Code Amendment clarifies land use authorization for car -wash <br />facilities in industrial zones. <br />The Zoning Code and Specific Plan Amendments maximize the City's ability <br />to exercise discretionary review of car -wash applications. Discretionary <br />review is a higher level of review of land use development applications. The <br />decision -maker may exercise discretion in granting approval of car -wash <br />and detailing proposals. <br />The proposed amendment creates new land development regulations for <br />car wash (primary use or accessory use) proposals. These proposed <br />special use regulations would apply citywide to all existing and proposed <br />specific plans, master plans, and related amendments. The Zoning Code <br />Amendment makes it clear that the new terms and limitations do not apply <br />to temporary not -for -profit car wash activities that occur on not more than <br />three (3) consecutive days, which would continue to be subject to <br />Temporary Use Permits. <br />Mr. Strong also noted that the proposed language provides exception criteria for <br />temporary non -for -profit car wash activities and suggested that the exceptions <br />should also apply to mobile detailers or temporary for -profit businesses. <br />Vice -chair Roma and staff discussed the requirements for self-service car wash <br />facilities. <br />ACTION: <br />Moved by Commissioner Weiler, seconded by Vice -chair Roma, to approve staffs <br />recommendation, Motion carried. Ayes: Garcia, McNair, Spann, Roma, and <br />Weiler. Noes: None. Recused: Watson. (5-0-1) <br />75A-141 <br />
